Many people call it home for the summer
When trailer owners return to either of the two Town-operated trailer
parks in the spring, they may find that the rules and regulations have
changed.
While some of the regulations are more of a housekeeping nature, others
are more significant. The following are the highlights of the draft
By-law rules and regulations, which will be brought before Council on
November 10th with an anticipated approval on November 24th.

Campers must have second refrigerator contained in a
shed. All new sheds must be pre-approved prior to purchasing and
and not be larger than 100 sq. ft. They must also be prefabricated
and must be meal or vinyl to comply with fire regulations.

Garbage will be collected ONCE per week in both
camps (Port Elgin & Southampton) on designated days and bag tags
must be placed on ALL garbage bags as per the Town's Bag Tag Policy.

If services (water, sewer or electrical) need to be
relocated, campers will be responsible for expenses. If a tree is
to be removed due to a new trailer coming in, the cost of removal
will be at the sole expense of the site permit holder, plus the
expense of planting a replacement tree at a location determined by
the Tourist Camp Supervisor.

FEES:

Any camper upgrading must replace it with a trailer
10 years of age or newer.

If a camper wishes to sell their trailer on site, an
Agreement to Sell package MUST be purchased from the tourist camp
office. The Camp Manager or designate will determine if the trailer
can remain in the camp.

Only the Town's 'for sale' signs can be displayed in
trailers for sale and are part of the Agreement to Sell Package.

Trailer may be transferred down to an immediate
family member ONCE ONLY with a Family Transfer Fee. Permission must
be obtained prior to the family transfer AND can only occur on
trailers 19 years of age or less while, on particular models, 35
years or less.

Trailers 20 years of older can be sold on site but
MUST be removed immediately.

Real estae signs are NOT permitted in the camp. If
selling through a real estate agent or private sale, the trailer
MUST leave the park.

A five per cent (5%) Commission sale fee is payable
to the Town of Saugeen Shores and will be collected as new fee for a
trailer owner who wishes to sell a trailer on site. The seller must
still purchase an Agreement to Sell Package.

ALL new potential campers (buyers) must be
interviewed by the Camp Manager prior to the purchase of a trailer.

TAXATION:
If a trailer meets the 'permanency' regulation test established by MPAC,
that trailer will also have to pay property tax in addition to all Town
park fees. In general, this means a trailer where the owner has removed
the wheel and made it a more permanent summer home or cottage.
According to Mike Myatt, Director of Community Services, "There is a
waiting list for each park, although the the list for Southampton is
very long as the demand is high and there are only 140 sites there. The
regulation of a unit being 42 ft. in length maximum, has disappeared and
it is now being left up to the judgement of the park manager as to
whether or not it will fit on site."
Deputy Mayor Doug Freiburger said that he's not sure if this By-law
would stand in a court of law. "Based on Human Rights, I don't know
that we can base anything on age if it meets CSA standards and I think
the town lawyer has to be consulted on this."
Councillor Diane Huber also alluded to several points throughout the
Draft By-Law that she felt would have to corrected and, therefore, it
was decided that the By-lay would go back for corrections and then be
re-submitted on November 10th to Council.
The site owners in each park pay an annual fee of $1,800 or more each,
even though they are only allowed to stay six months, from May 1st to
October 31st.
