The bids are in and over half of them are under the $2.6-million budget for the addition to the Kincardine Community Medical Clinic.

In committee-of-the-whole last night (June 17), Kincardine council heard that tenders have been received from six of the pre-qualified bidders.

Brent Whiteley of Parkin Architects said the bids range from a low of $2.351 million to a high of $2.888 million (excluding GST). He said four of the bids were under $2.6 million, and in fact, the two lowest bids were very close, at $2,351,200 and $2,352,632.

Built into the tender price are a contingency fund of $115,000, additional site conditioning, alternatives for changing the conference room, and a generator at about $30,000. Whiteley said the generator would power only the essential areas of the clinic, including nursing stations, refrigerators and the treatment rooms.

Councillor Gordon Campbell cautioned Parkin and council against choosing the lowest bid. "Make sure you take a good look at them," he said, "so we don't make the same mistake we did last time."

Parkin will now analyze the bids and present a recommendation to council at the July 2 meeting. The tender would then be awarded by mid-July with an estimated nine-month construction period. However, Whiteley said the construction time varies with each contractor.

Deputy mayor Laura Haight suggested Parkin include, in its report, the pre-qualification requirements for the bidders.

When questioned, Whiteley noted that the municipality is taking care of the insurance for the existing clinic building and the Kincardine hospital during the construction of the addition.
