Councilor Diane Huber posed a scenario to Burnside asking him, "If the owner of a piece of property, regardless of its size, will pay for one service connection at a hypothetical $8,000, but the property is later developed to four or five lots, then is that when additional charges come in?" Burnside said that was correct and the owner would not have to pay up front.

Mayor Mike Smith asked when a final decision would be made, given the environmental assessment (EA) update. Burnside replied that there has been a request for further information and, therefore, there may be another delay, but feels that the MOE will be making a decision sooner than later.

Vice Deputy Mayor Doug Gowanlock asked if, after the 45 days, the MOE comes back with a response and, given there may be additional cost requirements, "Will we then be able to come up with a reasonable costing?" Burnside replied that he felt certain a report would be available for the next Council meeting.
