OPG officials bring update of nuclear repository project

Pat McNeil, senior vice-president of generation development at Ontario Power General (OPG), was at the May 20 Kincardine council meeting to update the municipality on what's happening with the deep geologic repository (DGR) project at the Bruce Nuclear site. The underground repository would accept low-level and intermediate-level waste from all nuclear reactors in Ontario and is to be up and running by 2018.

Tom Mitchell is the new chief executive officer at OPG, and Janice Hudson has taken over from Keith Mombourquette who has retired as vice-president of nuclear waste operations along with Angelo Castellan as vice-president of Environmental Assessment and corporate support at the Nuclear Waste Management Organization (NWMO), which has taken on the regulatory approvals phase of the DGR.

"OPG continues to have oversight on the licensing and Environmental Assessment of the DGR," said McNeil, "and will be the licence holder of the DGR, but the NWMO is taking the lead on this project."

Castellan said the DGR project is on schedule, with a preliminary design to be to the consultants and a draft report available by the end of 2009 or early 2010. The construction licensing hearing should be under way by 2011.

"The DGR will be built 680 metres below the surface which is deeper than the CN Tower is high," said Castellan, "and will take a total of 160,000 cubic metres of waste."

Totally unrelated to the DGR, he added, is the NWMO's project to determine a permanent site for used nuclear fuel.

In other council news ...

  • Council approved a motion to use bequeathed funds from the Harold Smith Estate for the Tiverton Fire Station, to purchase plaques commemorating past firefighters and all current members, and a barbecue to be used by station members during large events.
  • The municipality has renewed an agreement with the Lake Huron Fishing Club to manage and operate the rental of the Rotary Docks in the Penetangore River. The contract is similar to the previous one and runs from May 1, 2009 to April 30, 2013.
  • Council has agreed to extend the agreement with Dennis Todd as arena manager at the Tiverton Sports Centre for one year. During that year, the recreation committee will explore options for the management and operation of the Tiverton Arena.
  • The municipality has approved the development plan to have St. Andrew's Park in Tiverton completed in time for the Tiverton Reunion at the end of July. The quotation deadline will be June 10 and council will award the project then, with a construction deadline by July 22. The approved cost for the park is $145,300. "The project will come in on budget and on time," said recreation director Karen Kieffer.
