New plan would extend life of Ward 2 landfill by 10 years

Conestoga-Rovers believes it has found a way to extend the life of the Ward 2 landfill at Armow by 10 years, beyond the current 9.4-year life span.

The engineering firm presented its findings to committee-of-the-whole at the November 12th Kincardine council meeting, urging the municipality to accept the report and proceed with the alternative design.

The current landfill, Phase I of the 30-acre approved site, is located at the north end and consists of four excavated pits. The fourth is nearing capacity which is why the engineers are checking into Phase 2. Designed in the 1990s, it calls for waste to be dumped on a slope, with capacity for 161,110 cubic metres of garbage. "At the current rate of waste generation, 14,650 cubic metres per year from Wards 1 and 2, that section of the landfill would be full by 2020, 10 years after it was opened," said Greg Ferraro of Conestoga-Rovers.

However, if council would consider excavation at the site, the volume could be increased to 340,610 cubic metres and Phase 2's life span would be 21.7 years, he said, noting it could be as high as 30 years. Since it's not a landfill expansion but an alternative design, there is no Environmental Assessment required, just an amendment through the Ontario Ministry of the Environment (MOE), said Ferraro.

The engineers would set up a meeting with the MOE, as well as determine the landfill capacity, update the hydrogeologic assessment, update the design and operations plan, and come up with a detailed design for a new Certificate of Approval from the MOE.

"This will take a year to do and will cost anywhere from $100,000 to $200,000," Ferraro said, adding the cost is to revise and update the design and to obtain approvals. Council will also have to implement interim measures for management of the remaining capacity at the landfill for 2009 and 2010.

"When you consider it would cost $7 million to $14 million for a new landfill, this seems a small amount of money to increase the capacity for another 10-15 years," said councillor Ron Hewitt. "I say we should just get on with it."

Councillor Randy Roppel asked Ferraro if there has been any consideration given to mining older landfill sites for capacity. "You could gain about 15 per cent more capacity in Phase 1 of the Ward 2 site, but mining waste can get expensive quickly," said Ferraro. "Some exhumed waste may not be allowed back in the site."

"If we look at deeper extraction and a wider site (at Phase 2), we could meet the 30-year life span," said councillor Guy Anderson. "We will find every last cubic metre we can out of that site," said Ferraro.

The committee accepted the report and later in the meeting, council gave pre-budget approval for the extra cost to have the engineers proceed with the alternate design for the Ward 2 landfill site.
