Roppel objects to $3,500 price tag for water users in Underwood and Scott's Point

Kincardine councillor Randy Roppel wants some discussion with water users at Underwood and Scott's Point before expecting them to pay $3,500 each for upgrades to their municipal water systems.

At the Dec. 3 council meeting, the motion came forward to approve that fee, with the balance of the upgrade costs ($148,263.48) to come from the Ward 3 road and bridges reserve fund. In addition, users of these water systems would be allowed to debenture the $3,500 charge, and the public works committee is to hold a public meeting with the affected property owners.

"I'm not in favour of hanging a price tag on this before discussing it with the people (water users)," said Roppel. "Some people think council has already made the decision and this is the price."

Deputy mayor Laura Haight said council is in a better position to present a proposed fee before sitting down to discuss the charge with the affected users. "This fee was recommended by the public works committee and ratified by council (in committee-of-the-whole)," she said. "A fee of $3,500 is reasonable."

Council approved the motion, with Roppel and councillors Gordon Campbell and Mike Leggett opposed.

A public meeting with the affected users will be held in January.

During earlier discussion by the public works committee, staff pointed out that the actual cost per property owner would have been $7,364.28 for Underwood and $3,734.60 for Scott's Point. The majority of the committee agreed that the hamlets play a vital role in the municipality and by subsidizing the water upgrades, the municipality maintains the viability of the hamlets.

Council has also adopted a Hamlet Viability policy.
