Huron-Kinloss council has approved its 2009 budget but will have
to wait until Bruce County approves its budget before setting the
actual tax rate for this year.
At the council meeting last night (April 20), treasurer Jodi
MacArthur outlined that for the municipal portion only, the levy is
$3,791,660.82, which puts the residential tax rate at a
3.55-per-cent increase over last year's rate.
Because this is a reassessment year, the average value of a
residential single family home has increased to $205,073 from
$191,000 last year. Therefore, the owner of an average home will pay
$92.64 more in taxes this year - to $921.47 from $828.83 in 2008.
The education levy has decreased, and once the county sets its tax
rate, the township can establish the overall increase which
MacArthur said could be lower than the original estimate of 6.3 per
cent.
In a recorded vote, the budget was approved, 4-3. Those in favour
were mayor Mitch Twolan, deputy mayor Wilfred Gamble, and
councillors Jeff Elliott and Jim Hanna, while those opposed were
councillors Lillian Abbott, Anne Eadie and Don Murray. (next column)

The total budget for the township is just over $9.42 million, said
MacArthur, with $3.11 million in capital projects, and $6.31 million in
operating expenses. Among the major costs are OPP policing at
$745,844; Conservation Authorities at $133,325; and road work: the
bridge/culvert replacement in Purple Grove, $334,000; construction of
Queen Street in Ripley, $158,800; Shadywood Crescent, $125,000; Clyde
Street, $90,000; paving, $600,000; Point Clark northwest area streets,
$188,126; GIS inventory development, $37,260; gravel truck with plow,
mower and pick-up, $250,000; and Huron Road easements, $112,202.
Other highlights from the budget include: $48,000 for Campbell Street
extension, $85,000 for Clyde watermain replacement, $25,000 for Lucknow
sewage aerator pumps, $50,000 for Kincardine Recreation grant, $36,200
for Lucknow and District Sports Complex, $40,000 for renovations at the
Lucknow Library and town hall, $16,000 for playground equipment, and
$16,500 for beach gates, accesses, trails and signs.
