Moorefield Excavators Limited has been awarded the tender to fix
several streets in Phase 2 of the Huron Ridge reconstruction
project, with a bid of $1.5 million.
Kincardine council accepted the recommendation from public works
manager Jim O'Rourke, Wednesday night (April 8), to go with the
lowest of nine bids to reconstruct Inverness South, Balemore,
Inverlyn Crescent South and Gingras Street. This phase also includes
a trunk sanitary sewer to service the Hartwick Property, at the
developer's expense.
The other bids for the project were $1.598 million from Elgin
Construction, $1.632 million from SMRS Construction, $1.702 million
from PCN Construction Group, $1.703 million from GRT Excavating,
$1.736 million from Omega Contractors Inc., $1.824 million from
Wayne Swartz Construction, $1.864 million from Reeves Construction,
and $1.972 million from Nordell Excavating Ltd. (those prices
include the Goods and Services Tax or GST). Budget for this project
is $1,643,500.
O'Rourke said the contractor can start April 29, with the work
running through to July. An open house is slated for April 25 at
9:30 a.m. at the Kincardine municipal office.
Phase 1 of Huron Ridge is being completed by Omega Contracting which
is also doing the road work north of Kincardine District Secondary
School.
Councillor Kenneth Craig asked if the public works committee has
addressed the issue of forced hook-ups in Huron Ridge.
"We're still looking at it," said deputy mayor Laura Haight,
chairperson of that committee. "I hope we can have something to
council by May, but I'm not sure what that recommendation will be."
She said test holes have been done on the west side of Queen Street
North, and more are being done on the east side to provide further

Council also awarded the tender to supply and apply calcium chloride
and/or magnesium chloride equivalent, to Cliff Holland Trucking at a
cost of $61,360; and awarded the tender to supply, load, haul and place
Granular 'A' maintenance gravel, to Joe Kerr Limited at a cost of
$332,059.20.
The budget for the calcium chloride tender was $52,000, while the gravel
budget was $320,240. O'Rourke said the cost over-run of $21,179.20 is
available in other operating accounts.
The prices were reported as excluding GST. Craig asked what happens when
the GST and the Provincial Sales Tax (PST) are harmonized.
"It's not been clarified how that will affect municipal tenders," said
Haight.
In other business ...
- Council approved the drinking water quality management
systems operational plans for the Armow, Huronville, Kincardine
Water Treatment Plant, Scott's Point, Tiverton and Underwood
systems, as presented by the water compliance officer, Donna
Hardman. Craig questioned who was the 'top manager' as outlined
in each report. Hardman said it is O'Rourke.
"So, who's the top councillor?" quipped councillor Mike Leggett.
- Councillor Guy Anderson told council that the roof will soon
be on the Davidson Centre addition and the project is nearing
completion.
