Joint Review Panel hearing begins Sept. 9 in Kincardine

Kincardine will be the centre of excitement once again as the federal Joint Review Panel opens a further two-week public hearing into Ontario Power Generation (OPG)'s proposed Deep Geologic Repository (DGR) for low- and intermediate-level radioactive waste at the Bruce Nuclear site in the Municipality of Kincardine.

Hearings were held last fall in Kincardine and Port Elgin, and another hearing is slated to begin Tuesday, Sept. 9, at 9 a.m., at the Kincardine Legion, and run through to Sept. 19. Anyone can attend the public hearing as an observer.

The public hearing will give scheduled participants the opportunity to provide their views in relation to one or more of the six subjects addressed in the information requests issued by the panel since November , 2013.

Time-permitting and at the discretion of the panel, members of the public, who are not scheduled to make an oral presentation, may be given the opportunity to make a brief oral statement on one or more of the six hearing subjects.

A daily agenda containing the list of presenters will be available each hearing day. Two sessions will be held each day, one in the morning (9 a.m. to 12:30 p.m.) and one in the afternoon (2-5 p.m.). Modifications to the schedule will be reflected on the daily agenda, where possible.

As detailed in the Amended Public Hearing Procedures, the six subjects that will be addressed over the course of the hearing days are the following:

  • Methodology used to determine the significance of adverse environmental effects
  • Updates to the geoscientific verification plan
  • Expansion plans for the DGR project
  • Relative risk analysis of alternative means of carrying out the project
  • Implications of revisions to the reference waste inventory
  • Applicability of recent incidents at the Waste Isolation Pilot Plant (WIPP) to the safety case for the DGR project

The public hearing will be webcast live through the Canadian Nuclear Safety Commission website at www.nuclearsafety.gc.ca . Simultaneous translation of the oral proceedings will be available in French and English.

Documents submitted or generated as part of the review are considered public and posted on the on-line public registry at www.ceaa.gc.ca, reference number 17520. Written transcripts will be posted to the DGR public registry as soon as they are available each day.
