Kincardine council has awarded a $10,000 contract to Smart Project Management of Kincardine to develop the economic development committee's strategic plan.

In committee-of-the-whole last night (July 14), councillor Mike Leggett, chairman of the economic development committee, said three Requests for Proposals were received. One was disqualified because there was no price attached.

The two remaining ended in a virtual tie and both were within the allotted budget for the project, said Leggett, but the committee unanimously chose Smart Project Management based on experience.

Deputy mayor Laura Haight asked why the committee did not go with Bruce Community Futures Development Corporation which had a lower bid of $7,500.

"Why bother tendering if you wanted to hire Gerry Taylor (of Smart Project Management) anyway?" she asked.

"We wanted to make it open to other planning consultant businesses," said Leggett. "We didn't expect a firm that supports small businesses would directly compete with them."

Councillor Kenneth Craig asked what the purpose of this report is.

"It will help our committee realize what we need to do and define our role in the municipality," said Leggett.

Council approved the contract.
