If the municipality owns the services at the Bruce Energy Centre it can promote getting some industry there, which is good for the tax base and the community.

No the Bruce Energy Centre has been a loser of an energy park since conception. Why saddle the Municipality with further responsibility and bills which will never get paid.

they lack the skills & expertise to successfully manage this business. IF they could look after the funds of the municipality well & had the supportive and appropriate infrastructure then, yes however they do not currently have the skills or ability to look after this.
