Beisel Contracting Inc. of Kincardine has been awarded the $300,000 accessibility project at Connaught Park in Kincardine. At the special Kincardine council meeting Wednesday night (Sept. 29), clerk Donna MacDougall explained the lengthy process to get to this point. The project includes demolition of the existing free-standing washroom facility and construction of new washrooms, plus renovation of the washrooms and kitchen area in the agricultural hall and the installation of automatic door openers on the main entrance doors at the hall. The municipality has received two-thirds funding from the provincial and federal governments for this project, with the estimated total cost at $300,000. The work must be completed by March, 2011. MacDougall said a request for proposals was sent out twice with no compliant bids received. As a result, council authorized staff to proceed with the purchase of service through the negotiated purchase method. Then, staff ran into hurdles with the contractor acquiring the necessary securities, so council approved a reduction in the irrevocable letter of credit to 50 per cent of the contract price, to be in place until the project is complete plus 45 days.

Last week, the municipality received approval from the province for the reduced securities.
Beisel Contracting has been approved on a contract price of $275,421.58, including non-refundable HST. The project also includes costs to date of $23,682.57, and a contingency fund of $895.85, for a total of $300,000. MacDougall said that municipal staff will be responsible for demolition of the existing structure and for installing the water and sewer services to the new free-standing building. The water and sewer servicing will be funded through the municipal water and sewer budget, she said.
