Edward Fuels awarded job
to replace airport fuel tanks

Kincardine council has awarded the tender for replacing fuel tanks at the Kincardine Airport, to Edward Fuels of Kincardine, at a price of $133,289.36 plus HST.

In committee-of-the-whole Wednesday night (Oct. 6), Steve Murray, economic development and tourism manager, said the project involves removal of the existing underground fuel tanks and replacing them with one 15,000-litre Avgas tank and one 10,000-litre Jet tank, both above-ground tanks.

The tender also includes upgrades to existing cabinets, site preparation and remediation.

Edward Fuels was the lowest of three bids; the others being Raymar Equipment Services at $169,634, and DST Consulting at $246,402.92. 

Budget for the work was $120,000, said Murray, so staff is recommending council transfer an additional $26,618 from the airport reserve fund, for a total of $146,618 to fund the project and allow for a 10-per-cent contingency.

Murray noted that due to the nature of the project, the volume of contaminated soil will only be determined when the tanks have been removed. Therefore, staff has estimated 30 cubic metres of excavation for the project.

 

If a greater volume must be removed, then the contingency fund would be used for that purpose. If the volume exceeds the contingency fund, staff would be required to seek additional funds from the airport reserve fund, said Murray.

"How much pressure is there on the municipality to get these tanks changed?" asked councillor Kenneth Craig.

"It has to be done by 2011," said chief administrative officer John deRosenroll. "By then, we are to have all the underground tanks removed."

He noted there is one other underground tank in Ward 1 that has yet to be removed.

In council session, the tender was awarded.
