Huron-Kinloss council needs to know if there is enough community support for the installation of an elevator at the Lucknow Library and Town Hall. That's the word from recreation and facilities director Mike Fair. In general committee Dec. 20, he told council that the accessibility of the Lucknow Theatre, on the top floor of the town hall, has been a concern, as well as access to the washrooms in the basement, and the exterior basement entrance. Two applications to the Enabling Accessibility Fund for a chair lift ($35,000) have been submitted in the past two years, consecutively, with no success, said Fair. "There is no reason for denial of the project, but we suspect a chair lift is not a priority." He has contacted an elevator installation company which provided an estimate of $130,000 for a full-service elevator and exterior shaft installed on the west side of the building, plus additional renovation costs of $25,000. A basement washroom renovation is estimated at $15,000; and the basement entrance accessible door would be another $2,500. This puts the total project cost at about $170,000, said Fair. He noted that most grants require estimates and drawings, as well as community partnerships. The work is not in the township's capital plan, so Fair wants to hold public meetings with the various user groups, including HAWK Theatre, and the library operators, to determine if there is enough interest in this project as well as fund-raising for it. "If there is enough interest and support in the community, I would propose that preliminary drawings and estimates be attained in order to support any future grant applications," said Fair. "The cost for preliminary drawings, in order to attain estimates, would be $1,500."

![]() Lucknow Library and Town Hall He said if there is no support from the community, the township will continue to meet the accessibility requirements one step at a time, with the revised capital plan. Meanwhile, Fair also told council that the current round of renovations to the Lucknow Town Hall are nearly complete. The furnace and air conditioner, stairwell carpeting, blockwall ramp and windows are done. One window arrived, to the installer, with a broken pane, so the contractor returned to replace the pane of glass. All windows are metal clad, and five other windows were also cladded to better preserve the integrity of the basement windows. The budget for this project was $28,000 and the total completion cost is just under $25,000.
