Sewer connection costs are recommended

It was recommended at Saugeen Shores Town Council meeting on Monday (Mar.14) that a By-law be considered to establish sewer connection charges for those living on the north side of the Saugeen River.

The area underwent a major sanitary sewer and water project in 2010 as a result of stimulus funding for projects through all three tiers of government ... Federal, Provincial and municipal, where a sanitary sewer main and sanitary sewer and water services were installed .

The estimated final project cost is $19,640.000 and, through a cost sharing formula, an individual residential sewer connection cost will be $8,525 with non-residential at $15,035;  residential water connection cost at $2,600 and non-residential water connection at $3,100.

According to Town Treasurer, Lori Sweiger, invoices will be mailed out to all benefitting property owners by March 31st and they will have two primary payment options - payment in full by May 31st or property owners may elect to pay over a period of time on their tax bill (10 years).  If choosing the second scenario, owners will need to confirm the repayment term and have a payment schedule set up, with payment beginning with the final 2011 tax bill.

Owners of developed property will be required to connect to the municipal sanitary sewer system within nine months of the date of invoicing.

For those property owners who may have installed a new private septic system within the last five years, and that is warranted by the Health Unit to be  operating within the Ontario Building Code, may request a further two-year deferral.  The property owner however, will be responsible for the Health Unit review and assessment fee and a request to defer must be made prior to the end of the initial nine-month mandatory connection time frame.

The Town is responsible for the cost of installing the sanitary sewer service to the property line and for inspecting the connection from the municipal system to the private connection.   The property owner however, is responsible for the cost of installing their private connection from their residence/business to the municipal system at the property line.

Regardless of connection to the municipal system or despite a deferral, payment of the capital contribution is required.
