Back to the drawing board
for Ward 2 landfill site

The tenders have come in and it's back to the drawing board for the Ward 2 (Armow) landfill site in the Municipality of Kincardine.

Just prior to the Kincardine budget meeting Monday night (March 28), chief administrative officer John deRosenroll told council that the tenders were opened that day by him, deputy mayor Anne Eadie and the engineers, Conestoga Rovers.

He said the low quote was much higher than budgeted, so the engineers are reviewing the estimates and the tenders. They will meet with municipal staff April 8 to go over the numbers.

"We are not confident in the results of the tenders or the original estimate," said deRosenroll.

He noted the vast majority of the work involves setting up the new waste management facility at the Ward 2 landfill site. A detailed engineer's report will come to council at its April 13 planning and corporate services committee meeting.

"We are going to struggle to be within the budget," said Eadie.

Councillor Candy Hewitt asked if a traffic flow study had been done, given the traffic will increase once the municipality closes the Ward 1 landfill site. She is particularly concerned about the access to the Ward 2 landfill and the bridge on the 5th concession.

Public works manager Jim O'Rourke said the amount of  traffic will not increase significantly once the Ward 2 landfill becomes the main site. However, the 5th concession bridge could become hazardous with increased use.
