The Friends of the Pavilion will continue to have charitable status, thanks to the Municipal of Kincardine. In committee-of-the-whole last night, Barb Fisher of the Friends told council they have been holding special fund-raising events to raise funds for capital projects. For the past three years, the Walkerton branch of the Architectural Conservancy of Ontario allowed the Friends to be included under its charitable donation licence as a special project. At the end of last year, the Friends talked about trying to find a licence in Kincardine to represent them or register for their own licence. In a letter to council, Gary Gurbin, chairman of the Friends board, said that in the past year, the province has refused to grant the Architectural Conservancy of Ontario the right to any further grants unless it provides a yearly audit from every branch. "This placed a tremendous burden on the South Bruce Grey Branch which was required to retroactively provide audited statements from many years past for all projects under its purview," stated Gurbin. "At this point, they felt it necessary, and we agreed, that the additional level of reporting was so onerous that as volunteers, we should change our relationship, if possible." The Friends have been investigating whether they can be included under the municipality's charitable status designation, stated Gurbin. "It is our understanding that we would be following others, such as the Kincardine Library, to be included under the municipality's licence." He stated the Kincardine Beach Pavilion, located at the foot of Durham Street, is owned by the municipality, and all benefit of fund-raising events will benefit the community and increase the value of the pavilion and property. For those reasons, the Friends are requesting approval to be included under the municipal charitable status licence.

"We don't have a lot of fund-raising
events coming up," said Fisher. "However, we do have one on June 3 and
we invite all of council and the public to attend." Chief administrative officer John deRosenroll said he had spoken to Gurbin two weeks ago and the Friends of the Pavilion can be included under the municipality's licence. Councillor Kenneth Craig suggested council put in place a policy regarding situations such as this so staff can deal with them. Council agreed to include the Friends under the municipal charitable status licence, and to have staff draft a policy to deal with these in the future.
