The new gym addition at the Davidson Centre is to be completed by today (Oct 31)

Today (Oct. 31) is D-day for the new gymnasium addition at the Davidson Centre in Kincardine - meaning "done".

By all accounts from the last Kincardine council meeting, councillor Kenneth Craig, recreation policy chairman, confirmed the work was nearing completion.

At that point (Oct. 19), workers were removing the tape from the gymnasium floor, leaving lines delineating the basketball courts.

"It looks fabulous," said Craig.

The indoor running track was being installed and other details were being completed.

At that meeting, Craig and recreation director Karen Kieffer also brought forward revised rental rates for the new gym.

At the Oct. 5 meeting, they presented rates that mayor Larry Kraemer called "shockingly low".

They were recommending one-third of the gym be charged at $10/hour, plus HST, which equals $11.30/hour; two-thirds at $15 plus HST, or $16.95/hour; and the full gym at $17 plus HST or $19.21/hour.

Estimated revenue for 2012 would be $32,800, including rental of the gym for recreation programs and by community groups. Estimated expenses would be $90,000, leaving a deficit of almost $60,000.

Kraemer said Goderich charges $125.43 per hour for its gym, with a reduced rate to $25-$50 per hour plus HST for minor sports groups. Meanwhile, Lambton Shores, which is comparable to Kincardine, charges $16.40 plus HST or $18.53/hour for its gym.

At the Oct. 19 meeting, the revised rates were one-third of the gym at $13.27 plus HST or $15/hour; two-thirds of the gym at $26.55 plus HST or $30/hour; and full gym at $38.05 plus HST or $43/hour.

This would provide revenue for 2012 of about $70,000, leaving a deficit of only $20,000.

The report indicated that the municipality could consider charging for wall advertising in the gym, which would produce more revenue to offset expenses. Staff intends to investigate this option further.

There is no charge for use of the indoor walking track.

Councillor Ron Coristine said the previous rates were too low and these are too high. He asked what feedback the recreation department has received.

"The proposed rates have not yet been made public," said Craig.

Deputy mayor Anne Eadie said this is a great place to start and the new rates are closer to making the building more revenue-neutral.

Council supported the new rates.
