The Inverhuron and District Ratepayers' Association is hoping Kincardine council will support a proposal to build a new pavilion in Inverhuron. Mel McGuigan of the association's project steering committee, told council Wednesday night (Nov. 2) the 40-foot-by-80-foot structure would feature public restrooms, storage, meeting space with a movable wall to open into a kitchen, kitchen with minimal equipment, open space for community events, and roll-down shutters to enclose the space when required. The pavilion would be located in the park at the corner of Sideroad 15 and Albert Street in Inverhuron, said McGuigan. Referred to as the "Upper Park," it has one wooden picnic table, a rough baseball diamond, swing set and only a simple port-a-john. The estimated cost of the project would be $220,000, said McGuigan, including site preparation, the building, services to the building such as water, electricity and sewer, a gravel parking area for 40-50 vehicles, and landscaping. While, the association is looking at possible grants for the project, it is hoping the municipality will also contribute toward the new pavilion. "The community would work as partners with the municipality to develop fund-raising activities," McGuigan said, "but yes, we are asking for financial assistance." Various businesses in the area have also expressed interest in assisting with worthwhile community projects, he said. Plus, there is money in a reserve for this area. "We're expecting the pavilion will be used by seniors and young people," said McGuigan. "This structure will provide an emergency shelter, handicapped-accessible washroom, and social space for community events, seniors' events children's days, yard sales and our own association meetings." He said that in the future, it could be used for family reunions and picnics, young adult activities, music events, open air movies, club activities, and card games. The project would be done in two phases, said McGuigan. The first would be the preparation phase, costing about $50,000, and include the cost of certified engineered architectural plans, promotional materials such as billboards and advertising, and land preparation such as sewer and water to the site. The second phase would be the final construction of the pavilion.

McGuigan said there are 480 seasonal and year-round taxpayers in
Inverhuron, and in the summer the population increases considerably. A
new pavilion would be well-used in this part of the Municipality of
Kincardine, he said. Councillor Kenneth Craig said the parks and recreation department supports the idea. "We've been at the site to discuss this project," he said. "The Inverhuron community deserves more attention." He added there is $22,000 in the reserve fund for this project, and suggested a sub-committee of council could be put in place. Mayor Larry Kraemer suggested interested council members could sit on the association's steering committee for this project, rather than setting up a new committee of council. Council agreed to bring this proposal to the corporate services committee meeting Nov. 9, for further discussion and to get the ball rolling on this project.
