You don't start down a road unless you are committed to going down the road.
And council's intention to view this as "an opportunity to participate" (the words from the staff report that council approved on December 5) seems to clearly signal a commitment to go down the road. To start down this road without any public discussion or support either signals a "we know better and will make the decisions" attitude or an unwillingness to be guided by public opinion.
To state that council can always stop and get off the road at any future time or stage of the approval process suggests that they don't understand that when a snowball starts rolling down a hill it builds size and momentum and gets increasingly harder to stop. The time to stop the snowball is to not start it down the hill.
And now that the discussion and debate is underway, let's avoid the silly cliche argument that may come from the pro DGR folks that if one is against the DGR , one must be against nuclear power and the benefits that the industry provides to our community.
