Proposal for renovations
to community centre in Tiverton goes to budget talks

Kincardine council agrees that improvements are needed to the Whitney Crawford Community Centre in Tiverton, but nobody is sure whether it requires renovation or replacement.

During the Dec. 14 planning meeting, Jim McTeer of the community centre board explained that major renovations are needed to the washrooms and the kitchen, including installation of a dishwasher and drainage to accommodate the new systems.

He noted there could be other changes required to the existing community centre, plus demolition of the old washrooms at the front of the building, as outlined in a facility audit done in 2005 by Inspect-sol.

A committee with members from the community centre board, including McTeer, and councillors Kenneth Craig and Mike Leggett, met recently to discuss how to proceed.

McTeer brought back the decision to put forward a Request for Proposal to look at, and cost-out, all options.

He said some of the work outlined in the audit has been done, but the report indicates new flooring and air-conditioning should be installed in 2014, and that would cost $97,000 (in 2005 dollars).

"We would like to have someone review this building and present the various options and what they would cost," said McTeer.

"At the committee, we discussed how we would cost this," said Leggett. "You're required to have an architect or a project manager for even the simplest renovation. So, we have to decide if we're proceeding with a renovation or a new build, and get an architect to cost-out those options."

"Maybe you could get it paired in with the architect costing out the renovations to the inside of the Kincardine Arts Centre," said councillor Jacqueline Faubert, "and get a better deal."

 

"What we need is someone to help us get from Point A to Point B," said McTeer. "For the work on the washrooms and kitchen, we could likely get a nice set of plans for about $10,000."

Council agreed to include this discussion with the same architect who is checking out the arts centre work at the first of January, with a report back to council at the Jan. 11 meeting.

At the Dec. 21 council meeting, it was agreed to include the Request for Proposal for the Whitney Crawford Community Centre in the 2012 budget deliberations.
