Architect to be hired
to propose repairs to three municipal buildings

Kincardine is seeking an architect's help to find the best way to fix up three municipal buildings.

At the first meeting of the new year, last night (Jan. 11), council discussed the matter in committee-of-the-whole.

Recreation director Karen Kieffer began with the Kincardine Arts Centre. Her report recommended that council hire an architect to sit down with user groups and stakeholders, discuss the present and future use of the building, and complete a condition report of the interior of the facility.

The architect's report would develop a clear understanding of the current conditions from an architectural, mechanical and electrical perspective, and provide a timeline and budget for replacement and improvements, said Kieffer.

Councillor Ron Coristine suggested council consider hiring one architectural firm to check out the arts centre, as well as the Whitney Crawford Community Centre in Tiverton, and the annex building (old post office) at the corner of Queen Street and Durham Market North, across from the arts centre.

"You took the words right out of our mouths," said councillor Kenneth Craig, policy chairman for recreation.

Councillor Jacqueline Faubert agreed, but cautioned adding two more buildings should not stall the arts centre project.

"We have talked to an architect and the timeline for a report would be eight to 12 weeks," said Craig. "My preference would be eight weeks."

"It has to be someone who has a good grasp of electricity and plumbing," said Faubert. Craig agreed.

Kieffer said the architect in charge of the restoration of the exterior of the arts centre did not have anything written down about the interior of the building.

Deputy mayor Anne Eadie asked if public washrooms could also be considered with these three buildings under review, particularly as part of the arts centre where they are currently located.

"We should also consider the old firehall (at the south end of the arts centre)," said councillor Maureen Couture. "That's where we could put the public washrooms."

"The recommendation from the architect will be the starting point," said Craig. "We expect that in two weeks' time, we'll have a report back from staff, outlining the scope of work for the arts centre. We'll all have a chance to discuss the work, the cost and the timeline."

 

Mayor Larry Kraemer said he agreed with Coristine, that all three buildings should be considered, including the community centre in Tiverton and the annex in Ward 1 (former Town of Kincardine).

"How would this all fit in with the budget for this year?" asked Faubert.

"The cost (for the architectural review) could be funded through the reserve for each building," said Craig, noting there are reserves for the arts centre and the community centre in Tiverton.

"We should add the annex and the cost could come from the Ward 1 reserve," said Couture.

Council agreed to proceed with the informal quotation process to hire an architectural firm to meet with user groups and complete a condition report for the arts centre, the community centre in Tiverton, and the annex building in 
Ward 1.
