Word came from the the Ministry of the Environment (MOE) late Monday afternoon by fax, that the three Part 2 Order Requests submitted by three individual parties regarding the Southampton North End sewer expansion, have been denied. Therefore, the sewer expansion project now moves on to the next stage. Dave Burnside, head of Saugeen Shores Engineering department presented a report at Town Council Monday night, requesting that Council now approve the recommendation to go to tender. "Staff is recommending that Council approves the Southampton North End Project to proceed to the Tender Stage immediately with a scheduled closing date of Tenders to be February 25th, 2010." "All we are waiting for now," said Burnside, "are the two normal regulatory approval permits from the MOE and the Saugeen Valley Conservation Authority (SVCA). The tender recommendation will come to Council on March 8th and construction is expected to start April 6th. Councilor Thead Seman asked if there would be another public meeting regarding issues such as sidewalks. "I have questions about this subject," he said. Burnside said that notices had been sent out to residents in the area to be affected and that only eight to ten replies had come back.

Luke Charbonneau asked if, by approving the tendering process, was Council in fact approving the project. "According to the Purchasing Policy, Council has to approve the project before it goes to tender," he pointed out. Town Treasurer, Lori Sweiger said that it was "...almost a chicken and egg thing. We need the tendering process before we can approve the project to see what kind of dollar figures we get." "In addition," pointed out Burnside, "Council approved the application for funding." A vote on the recommendation was taken with Councilors Diane Huber, Victoria Serda and Luke Charbonneau opposing it. The recommendation was carried. |
