Kincardine council has okayed a 10-year lease with the Kincardine Rotary Club to operate a concession booth at Reunion Park.

In committee-of-the-whole Wednesday night (Feb. 17), recreation director Karen Kieffer said the club leases the land for $500/year, with the funds going toward the upkeep and maintenance of Reunion Park.

The recreation services committee is pleased with the way the Rotary Club and the municipality have worked co-operatively and successfully over the years, with regards to this agreement, and recommended renewing the lease.

Maureen Couture of the Rotary Club said the snack booth is sub-leased to an operator who pays a fee to operate the business during the summer.

"The building's not in great shape," she said. "We're working to improve it."

The booth requires a new fire suppression system this year, she said, worth about $2,000. And next year, the club will be fixing up the signage.

As for insurance coverage, the club ensures that the requirements are met by itself and the lessee.

Deputy mayor Laura Haight suggested the agreement have a clause in it that if the Rotary Club can't find someone to run the booth, the municipality would try and get a sub-lessee to keep it open. "It's a great service for the tourists at the beach," she said.

"That's something for the recreation services committee and staff to consider," said councillor Guy Anderson, chairman of the recreation committee.

He said the building is owned by the Rotary Club but it's difficult to get an agreement and demand the snack booth be open at certain hours. "It's not a real money-maker," he said. "I don't think the municipality would want to get into it. It can be a real nightmare."

"Maybe we should let them (Rotary Club) have the land for free so they can make some money," said councillor Gordon Campbell.

"If we were to have any problems getting a lessee, we'd be back here, asking for help, and seeking advice from the municipality," said Couture.

Final approval of the concession booth agreement will come to council at its March 3 meeting.
