Kincardine
council has approved a 10-year agreement with the Kincardine Yacht Club
to manage the harbour and marina - with one change from the original
presentation last month. At the council meeting March 17, recreation director Karen Kieffer said that the initial report called for a lump-sum fee of $26,000/year for the yacht club to operate the marina. However, due to issues associated with the transition to new provincial Public Sector Accounting Board (PSAB) requirements, the current system of profit-sharing will continue for the next two years, she said. This means the yacht club and the municipality will share 50-50 in the net profits of the harbour and marina for the first two years of the agreement, and then switch to a lump-sum payment, said Kieffer. Treasurer Brenda French said the problem is the municipality does not know the amortization or future replacement cost of the facility at this time. In two years time, staff will return to council with a recommendation for a flat fee to have the yacht club operate the harbour and marina. Councillor Kenneth Craig asked if any other marina, within 100 miles of Kincardine, is operated this way. Jim Cooper of the yacht club said Kincardine is the only one with this kind of arrangement. Most of the facilities are managed by municipal staff, he said. |
"Are there any positive aspects for the yacht club to go with a
contract fee, rather than the profit-sharing agreement?" asked Craig. "We're not sure what's best for the facility," said Cooper, "or really what the ramifications are of PSAB. But we'll be looking at that over the next two years." "It's a good agreement," said mayor Larry Kraemer. "Hopefully, it benefits both parties."
