Agreement is reached

 A final agreement has been reached  between the Town of Saugeen Shores and the Saugeen Ojibway Nation (SON)on the North End Sewer Expansion Project.

Council was about to vote on the recommendation awarding the tenders that would allow the project to move forward but, at the request of Councilor Luke Charbonneau, the motion was deferred until a vote was taken on the agreement with the SON. 

Councilor Victoria Serda also had questions before a vote was taken on the awarding of the tenders.  "The original amount on the grant application was slightly over $17million and yet the total is almost $20 million, with a difference of $2.54 million.  Why is there the difference?"

Dave Burnside, head of Engineering, explained that the difference was due to urban improvements such as a gutters and roads.

Serda went on to ask Burnside that, if there are problems and the project is not significantly completed according to the grant specifics, would taxpayers be responsible for any overruns.  Burns replied in the affirmative.

Serda then asked Burnside if he had a risk management  plan in the event that problems were encountered.  Burnside explained that it was extremely difficult to develop a risk management plan as there are some 'unknowns'.

After unanimously passing the agreement with the SON, Council then moved forward to vote on the recommendation for the awarding of tenders with the following companies:

Harold Sutherland Construction Ltd. $5,983,500.00

SMRS Construction $3,578,046.53

Omega Contractors $4,833,266.90

Doug Welsh Construction $1,769,281.43

 

 

Councilor Thead Seaman requested that a recorded vote be taken for approval of the project.

The vote was unanimously 'yes' with the exception of Vice-deputy Mayor, Doug Gowanlock, who was absent.

"While details of the agreement cannot yet be released due to confidentiality issues," said Town CAO, Larry Allison, "it is a final agreement ... with an archeological assessment  to be done."
